City Manager Post Filled By Front Royal Town Manager

Native Virginian Plans To Arrive In Seven Weeks

A 36-year old father of three will become the City Manager of Hopewell this fall.

H. Douglas Hamner Jr., town manager of Front Royal, says he will, "Make himself available to the City of Hopewell as of August 19." City Manager Levin D. James several months ago made plain his plans to retire somewhere near the first of September.

Hamner in his letter of acceptance to City Council said:

"I was both honored and pleased to receive notice, through a letter from Mayor Neal, dated July 2, 1963, of my selection by you for the position of City Manager of City of Hopewell.

"Effective this date, I accept this appointment. I do this with a sincere appreciation for the confidence and trust which you have placed in me, and with great anticipation toward the work that lies ahead, including my association with the governing body and the pleasure of becoming a part of your community.

"I shall plan to make myself available to you on August 19, no later than August 21.

"Mrs. Hamner and our boys share with me those thoughts as outlined above."

Coming from Front Royal (a town of 9,000) where he has been Town Manager for nine years, Hamner and his wife will bring with them sons, Bill, 11; Nat, 9; Hal, six months.

Hamner was born in December, 1926, in Amelia County. He is married to the former Nancy Carlisle Foscue of Lawrenceville.

A member and deacon in the Presbyterian Church of Front Royal, he is a member of Unity Lodge, No. 146, A. F. & A. M.,

ACCEPTANCE of a new City Manager for Hopewell was made public today by City Council. H. Douglas Hamner Jr. will come to Hopewell from Front Royal in the later part of August.

In The Hopewell News issued on July 5, 1963, we see one of our members, H. Douglas Hammer Jr, was the Town Manager of Front Royal for nine years, and moved on to become a City Manager in Hopewell. Not only was he a member of Unity Lodge No. 146, but he was also Hiram Royal Arch Chapter No. 45.

and Hiram R. A. Chapter, No. 45. A graduate of VMI with a major in Civil Engineering, he served in the U. S. Army Air Corps.

Before taking the Front Royal town manager assignment in August of 1954, Hammer worked for periods as director of public works, City of South Norfolk, and engineer assistant in the department of public works, Alexandria.

Other organizations in which Hammer participates with at Front Royal are Rotary Club (Board of Directors 1962-63) Front Royal Chamber of Commerce, International City Managers' Association, Virginia Section ICMA, Virginia Municipal Electric Association, Front Royal Gold and Country Club, Past President, Northern Virginia VMI Alumni Association, and member of executive committee of Virginia Section of ICMA.
