J. Elmer Murray Foster, 96, passed away on February 18, 2013, in Front Royal, VA. He served as Secretary General for Organizacion Regional Intermericana de la FEDERACION INTERNACIONAL DE EMPLEADOS Y TECNICOS and was a member of Masonic Unity Lodge #146 and Eastern Star Chapter #6.
